The IP turn raise with marginal hands

Normally this move is made with top/second par in a draw heavy board, hoping to get a call and check behind the river.

This move request a loose opponent that bets the turn with a draw, and have no problem to call our raise.

Note that also could be a cheap way to get at showdown, in oposition to call a river bet.
